MCD orders probe into Civic Centre waterlogging

New Delhi, Jul 21 (PTI) The MCD today ordered an inquiry into waterlogging and leakage in its Rs 650-crore new headquarters building -- Civic Centre -- and said action will be taken if any negligence is found. A meeting of the MCD Standing Committee saw a ruckus over the issue with opposition Congress councillors shouting slogans and demanding a CBI probe into the matter. They also sought blacklisting and stoppage of payment to the Malaysian contractor firm engaged in the project. Three months after it was unveiled with great pomp, several parts of the 28-storeyed, 112-metre Civic Centre, the city''s tallest building, were seen waterlogged yesterday. Following overnight rains, leakage of water through wall and pipes was also found. The basement was under knee-deep water. Standing Committee Chairman Yogender Chandolia asked a probe panel headed by Engineer-in-Chief Ravidass to file a report into the matter in three days. Municipal Commissioner K S Mehra later told reporters that action will be taken if anyone was found negligent. "It seems that water had leaked through the expansion joints ((the gap between floor decks for withholding weather or seismic impact), the work on sealing of which is still to be done in some places. The waterlogging at basement was probably because the pumps did not work," he said. Speaking at the meeting, Ravidass, however, tried to dismiss the opposition allegations of "below standard construction", saying he himself has inspected the building and the material used was good. "There are no cracks in the walls as has been said. There are some technical problems which led to the flooding," he said. Leader of Opposition J K Sharma, who led a media tour to the building yesterday, was unimpressed with the internal probe ordered and stuck on his demand for a CBI inquiry. Congress councillors raised slogans for about 45 minutes even as the agenda of the meeting was taken up and passed amid the din. Chandolia accused the opposition of trying to disrupt the proceedings unnecessarily. "The Leader of the Opposition only wants to hog the headlines," he charged.
