Mohan Dharia defends Plan Panel``s role in development

New Delhi, July 7 (PTI) Defending the Planning Commission''s role in the development of the country, former panel chief Mohan Dharia today said that ministers should not speak ill of the institution. "A minister should not do this. It is an advisory body," Dharia said when asked to comment on the remarks of Road Transport and Highways Minister Kamal Nath, who described the commission as an "armchair advisor." Dharia, whose book on ''India''s glorious freedom struggle and the post-independence era'' was released by HRD Minister Kapil Sibal, clarified, "I did not name any minister. I just said a minister should not do this. Nath is a good friend of mine." The book release function was presided over by Planning Commission Deputy Chairman Montek Singh Ahluwalia, who refrained from commenting on the spat with Nath. Terming the Planning Commission as an "armchair advisor" that was oblivious to ground realities, Nath had said in a public function here on Monday that he was forewarned that the Plan Panel would not allow him to achieve the 20 km-a-day road-building target. Taking a dig at the commission for its assessment that the target set by the Road Transport Ministry was not realistic, Nath had said, "Producing a book is one thing and producing a road is another thing." "Building a road in Kerala is different from building a road in Assam or Madhya Pradesh. We have to have a concept which has flexibility. PPP for Kerala has to be different from Madhya Pradesh," Nath had said.
