Arrangements for AP bypolls on in full swing: CEO

Hyderabad, Jul 13 (PTI) Arrangements are going on in full swing for the by-elections to the 12 Assembly constituencies in Telangana region of Andhra Pradesh on July 27, state Chief Electoral Officer (CEO) I V Subba Rao said here today. Election Commission will have to conduct bypolls in five of the 12 seats through the ballot paper system, he said. The CEO said it is being examined whether to use either one big ballot box for each polling station or small ballot boxes. As ballot boxes are going to be used after a gap of 12 years, the polling personnel will have to be trained on using the system, he said. A retired EC official, C R Brahmam, would train the polling staff. The EC is forced to use ballot papers in five seats as the number of candidates in fray exceeded 64. The present technology does not allow the poll panel to hold the polls by EVMs if the total number of nominees is more than 64. Tight security arrangements will be made for the polls and 14 companies (around 1400 personnel) of Central Para- Military Forces (CPMF) have already arrived. Eight more companies of CPMF have been requisitioned, he said. Videography will be conducted at all booths and two helicopters would also be used for any contingency, Rao said. Replying to a query, he said Telangana Jagruti President K Kavita, daughter of TRS President K Chandrasekhar Rao, has been invited by the EC in Delhi to hear her over a complaint against state Congress President D Srinivas. She had earlier complained to EC that Srinivas, Congress candidate from Nizamabad Urban constituency, sought votes in the name of caste. He was served a notice over the complaint and the Congress leader has replied to it. The EC''s decision on the complaint against Srinivas is awaited, Rao said. Meanwhile, the state Congress complained to the CEO against some "outsiders" organising protests near the residence of Srinivas in Nizamabad today, saying he was against separate Telangana demand. The complaint also mentioned about ''gherao'' of the Congress nominee from Koratla seat by some Telangana supporters. The state Congress appealed to the CEO to ensure that such planned protests and threats are put to an end. The CEO has assured to look into the matter.
