NHRC asks UP to compensate kin of woman who was denied pension

New Delhi, July 6 (PTI) The NHRC has asked the Uttar Pradesh government to pay a monetary relief of Rs 50,000 to the next of the kin of a woman employee of the state who could not get her pension during her lifetime due to the "apathetic attitude" of the department concerned. Champa Devi alias Champa Shah, who retired as a Health Inspector from a primary health centre in Sonebhadra district of Uttar Pradesh in 1992, died in February 2004. She continued to approach the authorities concerned for her pension for about 11 years but nothing came out. "Ironically, the order for payment of her pension was passed by the Directorate of Pension on the February 11, 2004, 11 years after her retirement and almost a month after her death," NHRC said in a statement. "One can be so apathetic to the concerns of a fellow employee was only perhaps heard of. But Champa Devi''s example is a telling story as to how the carelessness of the Directorate of Pension and Department of Health, Government of Uttar Pradesh led to the non-payment of her pension during her lifetime," it noted. Pension to a retired government employee allows him or her to live with dignity which is a part of human rights, it said. "This is a clear case of violation of her human rights and the state cannot escape its liability to compensate her next of kin," the Commission observed. The Commission has directed the state government to submit a compliance report along with proof of payment of the monetary relief recommended by it within six weeks from the date of the receipt of its letter in this regard. The woman had herself lodged a complaint before the Commission in this connection before she died.
