Scrap RTE, but explain to people, Sibal tells Maya

Union Minister for Human Resource Development, Kapil Sibal reacted strongly to the state government's inability to implement the Right to Education Act and its demand that the Centre provide 100 per cent funding for it."If you (Mayawati) do not wish to implement the RTE then don't," Sibal said at IMA Bhawan, during a convention on "Governance issues in Uttar Pradesh," organised by the state Congress Committee. "But you should have the courage to tell children and their parents that you cannot ensure them the basic right of their education. You should do this, and the people will give you the answer in 2012 assembly elections in the state."He went on to advise the chief minister to rather concentrate on developing intellectual property in the state to ensure real development."I do not remember if there has ever been a debate in the state assembly on the reasons behind poor literacy rate of the state or to find out methods to improve literacy," he said. "In the past 20 years, people have tested everyone here, but now it is time for Congress. We will bring 'Ram Rajya' here,"he added.Earlier in the day, he inaugurated a women's hostel and laid the foundation stone for an auditorium at Babasaheb Bhimrao Ambedkar University in Lucknow.At both places, Sibal spoke on similar lines and maintained that when the RTE was passed in the Parliament, even BSP representatives did not oppose.Regarding madarsas being included in the ambit of the RTE, he said, "madarsas impart religious education and we have no interference in it."Sibal told the audience that soon the National Vocational Framework will be in place, which will provide certificate equalling the 10+2 certificate on nearly 1000 different vocational subjects.The convention of governance organised by UPCC, which was also attended by AICC General Secretary Digvijay Singh, meanwhile, turned out to be a platform to criticise the Mayawati government. Apart from Sibal and Digvijay Singh, it was attended by Congress state president Rita Bahuguna Joshi and Congress Legislature Party leader PramodTiwari.Youth Cong leader attempts to immolate selfAsif Rizvi, the suspended Youth Congress leader who was sitting on dharna for past few days, attempted self-immolation in front of Kapil Sibal at the IMA Bhawan.As Sibal was speaking, Rizvi entered the hall, shouting that he wants justice. He tried to light a match, but members of the audience caught him and handed him over to the police. He was later released. Later, state Congress chief Rita Bahuguna Joshi announced that Asif is a suspended Youth Congress leader and the party has nothing to do with him.
